    If there is a actual national threat which constitutes an emergency it is actually happening now. If so, perhaps the home guard should be mobilised in full to patrol the borders until the wall is built. My estimate is the wall is not going to be built within the next week or month, year so how is the emergency being prevented or addressed by the immediate threat.

    This is a national emergency because Trump couldn't keep his campaign promise of Mexico paying for his ego wall. So to keep his rabid base happy he's going to force the US taxpayers to pay for it instead. Trump ran a con job on the dumb and stupid.

    Awww geee, what will all the progressives with their heads in the sand to learn other POTUS have used Emergency powers!?

    And I'm sure nobody is talking about identity theft any more either. Fact is "if" these elected representatives would get their act together and actually do some work, things might change. Term limits unfortunately seems to be the only thing that can ensure change! Whether it be for good or bad, change for change sake! Pelosi is poster child of what's wrong... She's useless and the party keeps her at the forefront. Oh boy! Good job!

    Bear in mind these are just the ones still in effect but they are certainly not all of them. These are not the ones that led to redirecting money, that is the list I want to see. I don't think that any president has ever declared a national emergency to directly circumvent the will of congress like this one does.

    How could Congress be so damn stupid as to give one person, the president, the authority to determine what a national emergency is based on his definition? Then he shifts money around based on his whim. This has to change.

    this whole article is a moot point,like what do we care,why not have little linsey graham's report that now he supports the emperor's mandate for his wall,and to report that the fat,worthless emperor went golfing at god knows what cost yesterday.these are important things to report not recycled news from the abc/disney millionaires club.

    Acting US Defense Secretary Patrick Shanahan will decide where the money will come from at this point….not Trump. He said, "I think I have a lot of discretion. You can trust the numbers in terms of the potential. Then you gotta marry it up with where the money would be spent." One area that will not be touched is military housing, Shanahan said. Under Trump's emergency declaration, Shanahan also has to determine whether border barriers are necessary to support the use of the armed forces. "There've been no determinations by me, so that's what I'll be doing tomorrow," Shanahan said. "But I just want to make a point of this: we are following the law, using the rules, and we're not bending the rules."

    Shanahan stated they will be following the law and rules which I would assume is in reference to the DOD Financial Management Regulation concerning transfer of funds which states “The General Provisions sections of DoD Appropriations and Authorization Acts provide authority to transfer funds between appropriations, or between appropriation subdivisions approved in the Acts, upon determination by the Secretary of Defense that such action is necessary in the national interest; provided that such authority to transfer may not be used unless for higher priority items, based on unforeseen military requirements, than the items for which funds were originally appropriated, and in no case where the item for which funds are requested has been denied by the Congress. The Congress must be notified promptly of all transfers made under this authority. The Appropriations Act authority requires approval of the OMB; the Authorization Act authority does not include that requirement.”
    If this is what Shanahan has to follow then the "emergency" may be dead in the water.

    Talks about all these other emergencies without revealing that NONE of them involve spending $50B of taxpayer money just so that there is a chance he will get re-elected. Tillerson and Kelly and Mattis and all the others were 100% correct when they called him a moron.

    This is clearly the first time that a president has declared a National Emergency to do an end run around Congress' decision to not give him the funding he wanted. In fact, he signed the funding bill which made the authorization that he now says has created an Emergency! Crazy! This will not stand!

    It is quite interesting all these "NATIONAL EMERGENCIES". I would like to have read about any amounts of money spent on these "emergencies".

    All 31 were used for infractions that needed clarity, extra clarification, and filling-in harmful gaps in our laws and international laws. NONE were to do a job that Congress voted against. This article is an example of Republicans trying to down-play the importance of what is going on in our Government.
